This position supports the National Headquarters (NHQ) Corporate Finance department. This is a 100% virtual (volunteer-from-home) opportunity. The International Delegation Monitor will perform internal audit testwork and control reviews on one or more of our International Delegations. Opportunities exist for onsite/in-country reviews and also remote reviews from the United States. Current operating countries: Nepal, Thailand, Haiti, Panama, Bangladesh, Indonesia, Myanmar, Vietnam, Kenya, Philippines.

Key Responsibilities

  • Preparation:

    • Review and understand prior delegation monitoring reports
    • Review and understand finance manuals, funding contracts in place, Memorandums of Understanding, Organizational Charts, Budgets/Forecasts, etc., prior to beginning test work.
    • Perform analytical review of Delegation financial information
  • Using data and criteria provided, select test items in consultation with the supervisory ISF Analyst

 

  • For each item selected:
    • Validate currency translation
    • Validate payment support
    • Validate internal general ledger coding
    • Validate sub-recipient monitoring (if applicable)
    • Validate US Government expenses against regulations
    • Validate voucher and payment approvals
    • Validate existence of transaction
    • Validate payroll information
  • Review balance sheet account reconciliations
  • Discuss findings with the Delegation staff as they are encountered in the review

 

Reporting:

  • Draft delegation monitoring report
  • Discuss findings with Delegation and ISF Team

Issue final report

Qualifications

 All required:

  • Reliable access to resources needed to volunteer 100% virtually
  • Experience: 5-7 years, including Audit experience
  • Skills and Abilities: Not for profit accounting and/or finance reporting experience
  • Computer skills including knowledge of Microsoft Excel, Microsoft Teams Microsoft Word and ability to work in other Red Cross financial systems (will receive training) needed to pull reports
  • Access to a computer, telephone, and reliable internet service
  • Resume required
  • Willingness to comply with current public health and Red Cross policies

Training

  • American Red Cross Orientation
  • American Red Cross finance staff will provide all training required to perform the duties assigned.

First assignment will be a “remote” delegation monitoring working from home.  Upon successful completion of the “remote” delegation monitoring, the volunteer will receive an overseas assignment. 

Development Opportunities

Development Opportunities: Volunteer will have the opportunity to gain experience in the American Red Cross International Services work. Possible future development could include overseas Disaster Deployment, Volunteer partner to International Services leadership members. 

Length of Appointment

Minimum of one year commitment and renewable as mutually agreed.

Time Commitment

  • This is a quarterly opportunity.  Reviews are usually done quarterly, and remotely.  Each country review requires 16-32 hours (including reporting), spread over a 2-week period following the quarter
  • While there is some flexibility for work to be completed in the evenings and weekends, must have some availability with the timeframe of M-F, 8am – 5pm EST for entry/exit meetings with Countries in the Latin America & Caribbean region.  Training calls are usually held in the evening or early morning and can be flexible

Preferred but not required:  Overseas travel for field reviews are planned at least once a year, and whenever circumstances require an in-person review of a particular country.  Considering the high costs of field review, at least 2 countries close to each other are scheduled for a consecutive 2 weeks of travel.
