This position supports the National Headquarters (NHQ) Disaster Finance (DF) team Deploy to Disaster Relief Operations and provide testing of financial controls and expense monitoring. Monitor specific areas of the financial control environment such as purchasing, warehousing, and financial assistance. This will be accomplished using tools, checklists, processes and procedures of the American Red Cross.

Key Responsibilities

  1. Exemplify the tone set by the Assistant Director of Finance (Finance AD) for engagement of workforce in which disaster responders are motivated, dedicated to service excellence, and held fiscally accountable for their actions.
  2. Assume a leadership finance position within the Disaster Finance team in support of large-scale disaster operations. Work with the Finance AD on the operation (or Chief if position is filled on the operation) to identify those areas with the greatest financial risk.  Perform review and monitoring of financial controls on the Disaster Relief Operation (DRO).  This may require driving and/or staying overnight at locations away from headquarters.  Escalate any concerns to the Finance AD (or Chief if position is filled on the operation) as soon as possible.
  3. Work collaboratively with any other Finance Managers on the operation to ensure that all financial control testing is performed. Monitor specific areas of the financial control environment such as purchasing, warehousing and financial assistance. This will be accomplished using tools, checklists, processes and procedures of the American Red Cross.  Work independently on assigned financial control monitoring and review.
  4. Document financial control review results on the Finance Manager checklist. Keep DRO Financial Controls Assessment tool updated weekly or at direction of Finance AD or Chief.
  5. Work with the assigned case sampling lead for the operation to follow up on financial assistance control issues.
  6. Provide guidance to DRO staff on financial controls. Ensure that Finance is seen as finding solutions and not hindrances to delivery of service.    When necessary, work for mitigation of the financial control issue in collaboration with the Finance AD or Chief.
  7. Adhere to all finance policies, procedures and practices of the American Red Cross.
  8. Perform related duties as assigned required to fulfill the Mission of the American Red Cross.
  9. Will require travel commitment of up to 2 weeks per Disaster Relief Operation (DRO).

Qualifications

All Required:

  • Comprehensive understanding of financial control environments.
  • Ability to exercise sound judgment in complex situations with competing interests.
  • Strong communication skills.
  • Speak on conference calls with finance if needed
  • Demonstrates adaptability to constantly changing situations with flexible and creative approaches.
  • Ability to take direction from an off-site supervisor and to manage various stakeholder interests while not hindering the organization’s ability to deliver services.
  • Intermediate proficiency with MS Office software, including Word, Excel, PowerPoint, One Drive, Outlook and Microsoft Teams.
  • Must have a valid driver's license.
  • Complete the American Red Cross Disaster Finance DRO Finance training program.
  • Access to a phone, computer and internet access.
  • Resume required

Time Commitment

Each deployment is for 2 weeks physically deployed to Disaster Relief Operation and 1-hour remote training each month.
